Hurricane Matthew dumped 10-14 inches of rain over an already rain-soaked eastern North Carolina in October 2016, resulting in widespread flooding.  The Tar River crested at 24.5 ft about a week later, inundating many areas that had not been flooded since Hurricane Floyd (1999).  The following photos were taken several days prior to the river’s crest, at approximately 20 ft.
